"C:\Program Files\IBM\Lotus\Notes\notes.exe" "=H:\Notesdata\notes.ini" - results in a 103 error

"C:\Program Files\IBM\Lotus\Notes\nlnotes.exe" "=H:\Notesdata\notes.ini" - results in a fully roaming user

"not quite sure why though"

Tested this on two users that were failing, both now roaming users and all files exist under roaming sub directory.
